Forum navigation on top and bottom.

The navigation on the forum (like last page etc). Maybe it's an idea to locate also on the top of the forum. Then it's easier when you're at the top of the page.

It has annoyed me for a while now, I had a few minutes so I made some changes and Jay completed it.
